HPA Joins MOH-Kenya in Advancing Local Manufacturing Strategy 2026-2030

On 29th October 2025, HPA was honoured to participate in a pivotal stakeholder engagement forum hosted by the Ministry of Health, Kenya. The event focused on the Draft National Health Products and Technologies (HPT) Local Manufacturing Strategy 2026-2030, a landmark initiative aimed at transforming Kenya's health sector through strengthened local manufacturing.
 
The forum brought together a diverse group of stakeholders, including government institutions, private sector representatives, and NGOs. All were united by a shared vision: to build a resilient and sustainable local manufacturing ecosystem for health products and technologies in Kenya.

HPA's Commitment to Strengthening Local Manufacturing

During the event, Esther Njenga, HPA Regional Manager for East Africa Supply Chain, delivered a compelling address emphasising the critical role of supply chain systems in health sector resilience. She stated: "Supply chain is the backbone of an effective health system."
 
Esther outlined HPA's ongoing support to the Ministry of Health, highlighting three key areas:
  1. Program Support Mechanisms:
    • Collaborating with MOH to strengthen local HPT manufacturing capacity.
    • Supporting the development and implementation of the Local Manufacturing Strategy.
  2. Support to KEMSA:
    • Assisting in the development of procurement strategies that promote sustainable engagement with local manufacturers.
    • Designing and implementing robust contracts and supplier management frameworks.
  3. County-Level Support:
    • Helping counties implement effective demand management and aggregation.
    • Facilitating strategic relationships between counties, KEMSA, and local manufacturers to ensure quality and reliable supply chains.
In her closing remarks, Esther emphasised the importance of collective action: "The path to self-reliance and sustainability in HPTs is challenging, but it's a journey we must all embrace. The local manufacturing strategy is a great milestone to this journey, and CIPS/HPS is grateful to be part of it."

Ministry of Health's Vision for the Future

Dr Ouma Oluga, representing the Ministry of Health, shared powerful insights into the strategy's broader impact. He stated:
"Local manufacturing is not just about producing medicines; it's about building resilience in our health system and ensuring that every Kenyan can access affordable, quality healthcare products made right here at home."
Dr Oluga emphasised that the strategy will position Kenya as a regional manufacturing hub and safeguard access to essential health commodities, even during global disruptions such as pandemics.

Looking Ahead

The National HPT Local Manufacturing Strategy 20262030 is set to be officially launched in December 2025. It marks a significant step toward achieving health system sustainability and self-reliance in Kenya.
 
HPA remains committed to supporting this transformative journey and working collaboratively with all stakeholders to ensure its successful implementation.
